How can Mexico allow thousands of children to roam the border areas?

This is an amazing story, as reported by WOAI Radio in San Antonio:
"More than 1,000 unaccompanied immigrant children are arriving in the U.S. each week, according to figures released by the Department of Homeland Security, and some 60,000 are expected to arrive in the U.S. this year.  That is up ten times just since 2011.  
U.S. Rep Henry Cuellar (D-Laredo), who represents a large portion of the border where the waves of unaccompanied children are arriving, says the situation is out of control. 
"The Border Patrol is telling me, we need diapers, we need baby seats, so we can transfer them," he said. 
Some of the unaccompanied children are as young as three years old. "
How do these children get to the north? I can't believe that kids that young wake up one day and decide to go north.

Who is driving them to the border? Who is dumping them there?  Again, this is not happening ad hoc.  This has the looks of a premeditated plan to bring these children to the US.

According to the aforementioned report, some of the kids are from Guatemala and Central America?  I ask again, how did these kids travel over 1,000 miles from Central American to the US-Mexico border?

There is also a cost to the border states.  Rep Cuellar reports that the cost is $262 a day per kid!

President Obama is once again doing "hope and change" rather than asserting sovereignty on the border. I don't blame the kids. They are being dumped on the border by ruthless individuals.  It's time to call on Mexico to go after these groups who move the children.
