Well there goes another judge: "DACA program should be fully restarted, federal judge rules"!
What program does the judge want to restart?
DACA was never passed by Congress. It was President Obama's executive order not a law passed by Congress.
So what program does the judge want to restart? Who is going to pay for it? What federal department is going to run it?
My guess is that this is finally headed to The Supreme Court!
