In 2010, the Democrats were in charge but the Dream Act failed in the U.S. Senate....it went down because Democrats like Max Baucus and John Tester of Montana, Kay Hagan of North Carolina, Ben Nelson of Nebraska, and Mark Pryor of Arkansas voted "NO".
