Confusing. This is a ABC News headline: "Mueller report will be 'devastating' for the president". The story is based on an interview with Professor Alan Dershowitz.
Then you read the story and see this:
".....although it will have a strong political impact, is unlikely to result in criminal charges."So what's devastating about it?
