The Dream Act did not pass last year, despite a 59-41 Dem majority. It failed because 6 Dems did not vote for it!
Also, The Dream Act was not presented for a vote before the election.
It was finally presented after the election, or when most Dems could vote for it without political consequence.

Don't get me wrong.
I can support portion of The Dream Act, specially those instances where young people have excelled in school or wish to pursue a military career.
You can not blame these young people for the fact that their parents brought them illegally into the US.
Why won't the administration present a clear and targeted version of The Dream Act?
The answer is the same as before. The Obama administration does not want to force Dems to vote for The Dream Act before the 2012 election.
However, the Obama administration is looking to go around Congress and implement The Dream Act.
Sorry but this is wrong. We have a Congress to pass laws. We do not have an executive to go around the constitution and implement laws.
